Waiting to Exhale: Hayden Panettiere claims her spot on the Best Dressed list because she's by far the most improved on the Emmy red carpet. You'll recall that last year, she turned up styling a giant peach pup tent. That was then. Now, the "Heroes" starlet, 19, is a whole year ... moreolder (though still an ooky dozen years younger than her co-star and beau, Milo Ventimiglia), and she's showing off her newfound maturity in a plunging, midnight blue Badgley Mischka gown. But if Hayden gets wistful for the carefree days of her youth, she'll have to save the heavy sighs for later, because this second-skin beaded frock leaves her no room -- wiggle or otherwise -- for anything but the shallowest of breaths.
